William Walters - Chair, Alliance for Recovery Care

William Walters chairs the Alliance for Recovery Care.  He is Senior Vice President of Select Medical - one of the nation's largest post-acute care systems - and head of the company's Washington office.

Walters first worked with Select Medical from 2004-2012 as CEO of the company's trade association in Washington, D.C.  In 2012, he opened the company's Washington office to handle it's regulatory and government affairs.  In 2014, he was named president of the company's international services division. He led efforts to help build hospitals in Kuala Lumpur, Malaysia and Riyadh, Saudi Arabia. Walters works closely with Select Medical's company co-founder and Executive Chairman, Robert A. Ortenzio.

​Prior to working with Select Medical, Walters acted as a healthcare counsel for the U.S. Congress, where he first served the U.S. House Commerce Committee and later the U.S. House Ways & Means Committee. Walters is an alumnus of the University of Illinois as well as the Indiana University School of Law. In December of 2003, Walters married Clelia Evans - an alumnus of New York University and cofounder of a thriving Urgent Care business. The Walters live in McLean, VA and continue to serve their community through their exceptional contributions to the healthcare community.


Olivea Blount - Executive Director, Alliance for Recovery Care

Olivea Blount, MPH, is the Executive Director of the Alliance for Recovery Care. She assumed the job in Spring 2023 and works with member companies to develop public policy alternatives to promote American recovery care. Olivea also oversees an internship program for interns who wish to spend a semester in our nation’s capital.

Olivea recently graduated from George Washington University with a Master’s in public health with a concentration in health policy and management.

Olivea received her undergraduate degree from Messiah University in central Pennsylvania. During the pandemic, Olivea worked as a staff member of the Pennsylvania Department of Health. Olivea grew up in central Pennsylvania. She resides in Washington, D.C. 


Keira Shoup - Director of Public Policy, Alliance for Recovery Care

Keira Shoup is the Director of Public Policy for the Alliance for Recovery Care. She assumed the job in the summer of 2023 and works with member companies to develop public policy alternatives to promote American recovery care. Keira is a graduate of Dickinson College in central Pennsylvania with a bachelor’s in neuroscience and health studies. Previously, Keira worked in Inpatient Operational Solutions at Select Medical before joining us at ARC. Keira grew up in southern Maryland and resides in Washington, D.C.
